Abstract
|
Source Protection Policy Areas represent a summary of Drinking Water Source Protection (DWSP) Policies by Zone. The Zones include Well Head Protection Areas (WHPAs) & Intake Protection Zones (IPZs) associated with Municipality drinking water. Rideau Valley Conservation Authority (RVCA) and Mississippi Valley Conservation Authority (MVCA) are partners comprising the Mississippi-Rideau Source Protection Region - https://www.mrsourcewater.ca/en/
IPZ -- The area around an intake pipe in a lake or river that draws in the surface water used to supply the municipal drinking water system. Three zones, from the closest to the farthest from the intake, rate the vulnerability threat. IPZ-1: FIRST ZONE around intake, very vulnerable to contamination. Direct and immediate impacts are possible as there is no time to take mitigating action. IPZ-2: SECOND ZONE around intake where direct impacts are possible because contaminants may reach intake within 2 hours. . IPZ-3: THIRD ZONE and largest zone around the intake where activities can impact the source water, but there is time to take action to ensure the intake and municipal water is not impacted.
WHPA -- Land area around a well where contaminants from land activities can reach and pollute the well water supply. Subdivided concentrically to show risk; scores range between 2 (lowest) and 10 (highest). In general, 8 or 10 indicate there is a policy for certain activities to prohibit or manage them. Wellhead protection areas are described as WHPA A: Area closest to the well, within a 100-metre radius. Land-based activities here pose the highest risk to well water. The vulnerability score is always 10. WHPA B: Contaminants from land-based activities in this area would take less than 2 years to travel to the well. Scores range between 6 and 10. WHPA C or C1: Contaminants would take less than 5 (C) or 10 (C1) years to travel to the well. Dense non-aqueous phase liquids (DNAPLs) continue to pose a threat here. The vulnerability scores range between 4 and 8. WHPA D: Contaminants would take up to 25 years to travel to the well. The vulnerability scores range between 2 and 6. WHPA F (GUDI): An additional area of the watershed, beyond the boundaries of WHPA E, where surface water can contaminate ground water with pollutants that are already a problem for the well. To be a WHPA F, three conditions apply: a WHPA E exists, the well in question is being contaminated by surface water, and the source of the contamination is most likely not located in the other WHPAs.
